About:

Cold Case America™ is a research initiative of Blue Wall Institute, L.L.C., established
by Dr. Olivia Johnson and Dr. Jorey Krawczyn to advance methodologies in the analysis of:

  • Cold Case Homicides
  • Unidentified Human Remains,
  • Missing and Endangered Persons, and
  • equivocal Death Investigations

Cold Case America™ will launch in St. Clair County, Illinois, and expand operations nationally.
The organization will provide collaborative support and behavioral information services,
assisting agencies and organizations in adopting innovative analytical approaches that have the
potential to generate new leads.

The initiative was launched in response to the increasing national challenge of unresolved
violent crime investigations. Nationwide, approximately 40% of homicide cases remain
unsolved, presenting significant challenges for affected families, justice for victims, and law
enforcement agencies managing expanding caseloads with limited investigative resources.

This investigative paradigm shift focuses on the individual ideology that creates the unique
operational code manifesting in criminal actions and violent behavior. This is the foundational
premise for the Operational Code Information System (OC-IS™) and the Operational Code
of Sex & Violence™ (OC-SV™). These structured systems mark a major departure from
traditional approaches that focus mainly on deviance, motives, and personality disorders.

Instead, we emphasize an operational code conceptualized from an individual ideology within
the core belief system that adheres to a structured cognitive process and is validated through
observable behaviors. Within this analytical framework, criminal actions and conduct are
interpreted as outcomes of an established ideology and behavioral system, rather than
as the result of impulsivity or clinical disorders.

Cold Case America™ does not supersede investigative authority or take operational control of
cases. Rather, the initiative functions as a collaborative support system dedicated to
partnership, consultation, training and education, case laboratory development, and
resource expansion for agencies, professionals, and organizations. By establishing
strategic relationships with law enforcement, forensic experts, behavioral scientists, academic
institutions, and community stakeholders, Cold Case America™ seeks to enhance investigative
effectiveness, advance the integration of behavioral analysis, and build a scalable behavioral
information framework that supports prevention, prediction, and resolution in violent crime
investigations across the nation.

Our Work:

The foundation of this initiative is the Operational Code Information System™ [OC-IS], a
proprietary behavioral information framework that examines violent crime by looking at an
offender’s ideology that forms their operational code, consisting of behavior, access routes,
control mechanisms, environmental opportunities, and the belief systems that drive actions
before violence occurs.

Within OC-IS™, the Operational Code of Sex & Violence™ [OC-SV] represents an internal
ideology that creates an individualized operational code shaping how offenders view violence,
justify their actions, assess what is permissible, and carry out violent acts. This methodology
advances investigative analysis beyond motive-based assumptions by identifying the
individual operational code, focusing on reconstructing behavioral capabilities, psychological
preparedness, ideological frameworks, and discernible operational patterns.

The OC-IS™ converts fragmented case information into organized analytical outputs, including:

Cold Case America™ utilizes behavioral science, operational analysis, forensic

Many unresolved investigations originated during periods when advanced forensic technologies,
behavioral analytical models, digital evidence capabilities, and multidisciplinary review systems
were either unavailable or limited in scope. These proprietary protocols aim to
systematically uncover unidentified behavioral patterns, unrecognized correlations, and
new prospects for investigative progress.

Serving exclusively as a consultative, educational, and collaborative support initiative, Cold
Case America™ works alongside agencies, organizations, and other professionals to deliver
training and education, develop resources, provide behavioral analysis support, and
establish structured informational frameworks that enable the recognition of potential
investigative paths and support effective case resolution.
